I have the honour to acknowledge the receipt of

your secret telegram No. 568 of 24th July, 1946, requesting

further information regarding the cost of the proposed

Indian Section of the Police Force.

I attach a table setting out in detail an amended

estimate of the cost of the emoluments of this Section,

including rations and all allowances.

This table shows

all salaries at their maximum and the estimate is therefore

an outside one.

The present revised estimate is higher than the

estimates contained in the schedule to the Chief Civil Affairs

Officer's confidential savingram No. 1366 of 8th January,

1946, and in my top secret telegram No. 432 of 25th June,

1946. In the first place the estimate contained in the

schedule to savingram No. 1366 only related to personal

emoluments calculated on a middle figure whereas the new

table is based on a maximum figure. It did not moreover

include rehabilitation and high cost of living allowances.

These allowances have now remained at the same level since

June, and I have included them at the current rate in the

attached table. While provision must be made for the present

for the payment of these allowances, they should be regarded

as temporary and as likely to be reduced when the cost of
